Some spells have a damage range, like the Cruel Firebloom spell, which can inflict 10-16 points of fire damage. However, the damage is a random number within the range, and can be modified by the target’s resistance or weakness.
The Spells page lists all in-game spells and provides formulas for calculating cost, chance, and damage. Powers, similar to spells, can be acquired during character creation through races and birthsigns or by finishing certain quests. They can only be used once every 24 hours of game time, cost no Magicka, and are independent of skill levels. Powers can also be used even while silenced.
How do I start as a mage in Morrowind?
