One way to put it for me is that using a bit of math, is that if we take the base state of the ten-tail, we can assume Kurama was the first created and took approximately half of the total chakra, then the eight-tail who took the remaining half and then seven- tails following the same principle, like this until the end.
Kurama being by far the strongest and the hardest to control makes sense from a safety standpoint. Not just anyone can put him under their control and even then, a forcibly controlled Kurama is only a fraction of his actual potential. I think what makes the most sense is that the power of each tailed beast isn’t calculated by multiplying it by the number of tails, because it would mean that the other 8 tails could team up to beat the 9 tails, but instead that each beast grows in power exponentially by the power of the number of tails. That would mean each tailed beast could take on every preceding one put together
my head canon is that tail beast was created with a theme/concept in mind so the chakra division was different and weaker one will made for their lower chakra with their unique ability. My theory is that whatever jutsu was used to create the tailed beast could only split chakra in half. Therefore the nine tails would have been the first created(50% 10 tails power) then the eight tails(25% 10 tails power) and so on then whatever was left was made into shikaku it makes sense foxes are popular so of course hagaromo would start with foces to hopefully appeal to people
There’s a narrative element to Kurama being filled with an intense hatred that’s brought up pretty often pre-KCM2, which relates to other things involving him; Being able to synchronise with Naruto’s anger to take control when Naruto loses control over it, and KCM giving Naruto the ability to detect negative emotions in others. I’m inclined to think that the Tailed Beasts can grow in power over time, and that the Nine Tails steadily amassed a larger and larger volume of chakra as a result of stewing in an intense sense of hate for hundreds of years. Not dissimilar to how the Uchiha develop their sharingan & chakra through powerful emotions like love and the hate that comes from losing that love. Kurama is by far the least friendly of the Tailed Beasts by the times we actually get to talk to each of them respectively, and while Gyuki said he was similar prior to B we don’t actually see what he was like, or know how long they were that way (Gyuki also seems to be the second strongest, so there’s that). The part that makes the least sense about this is how Shukaku is seemingly the weakest, unless he’s just violent and loving life for the conflict.
My best theory is that they mentioned a few times about a correlation between growing with your tailed beast and being able to resonate with its chakra. Minato also created Naruto’s seal in a way that made Kurama’s chakra seep out and mix with Naruto’s over time. So across 16 years, Naruto had gotten used to resonating with Kurama. And the Akatsuki mentioned multiple times that a Jinchuriki was much more difficult to deal with than a lone tailed beast (example Deidara dog walking 3 tails). So Naruto having control of that power, in addition to resonating and mixing with that power longer than any other host, gives them as a duo, more power than any other lone tailed beast or group of tailed beasts.
I don’t know why but I do know how it can be represented, people tend to think the power/chakra levels of tailed beasts is a linear graph but in reality it is an exponential graph(e^x) as the graph always “tends” to 0 implicating One tails power and gradually, it’s quite fun when you can see it visually.
This to me always had a fairly clear cut answer by the end of the Naruto Shippuden series. The chakra is distributed according to 10^x. It gives a clean consistent answer and distribution of chakra, and it would support the outcome of the matchups in all the various fights. I did the math once because I was curious about it too, and if the 10 tails chakra was entirely split among the 9 tailed beasts, according to my theory of how Kishimoto/SO6P distributed the power, the Nine Tails would have 9/10 of the Ten-Tails chakra, the 8 tails would have 9/10 of that remaining 1/10, and so on.
The real reason was: When hagoromo start to separate the chraka he thinks that if he puts more chakra to the elder Beast it will be a Bully, instead he put all the chakra to the youngest (Kurama) so this one should simply respect his elders even knowing that he is more powerful. My theory. 50 percent of the ten tails’ Chakra went into the 9 tails. The other 50 percent was spread to the other 8, tailed beasts. Then from 1 to 8 each one received a bit more chakra than the last. Boom. It explains why Kurama still kicks all their butts despite only being half of his former self.
I think that pie chart is right on the money. It makes sense why Bee and Naruto were about as strong as each other at the beginning of the war arc because both of them had 25% of the 10 tails chakra. Also your analysis of the fight with the tailed beasts vs Naruto was spot on as well. He canceled their bijudama out with his and we know Kishimoto loves to have power scaling set in stone so it would make sense to have the nine tails be 50% of the 10 tails. That means that Hashirama fought 50% of the 10 tails therefore he WAS stronger than Naruto in the series. Prior to Naruto getting the Sage of Six Paths chakra I might add, but Naruto at the beginning of the war arc is less powerful than Hashirama. Oh I know what you’re going to say “How can you say that when Hiruzen bodied Hashirama and Tobirama simultaneously as an old man? Those were Edo Tensei with their consciousness suppressed. They were operating at low efficiency, it’s kind of like having a mindless zombie that can’t mold chakra correctly vs a human who was arguably the most versatile ninja of the series.
What if the reason Kurama is stronger is because he represents the pure chakara of the ten tails, where as the others have their own elemental connection from the ten tails. Shukaku is wind. Matatabi is fire. Isobu is water. Son Goku is Lava. Kokuo is nature transformation/boil release. Saiken is destruction release or acid/corrosive gas release. Chomei is blind release and the ability to fly. Gyuki is ink release and everything connected to a bull/octopus. Kurama doesn’t have any abilities except chakra that’s why Naruto didn’t have any nature chakra early on like the other tailed beast bc his thing was just having loads of chakra and utilizing it effectively.
I feel like the tailed beasts power was either determined based on the potential need for a higher percentage of the 10 tails full power, perhaps as a guard against Kaguya’s potential return, or warriors strong enough to attempt to reawaken her. And he ranked their power accordingly to ensure some amount of capability of holding off the next strongest tailed beast should they go rogue. Otherwise, I’d think maybe the tails had an exponential increase in power when combined together or Hagaromo’s jutsu was only ever able to split things in half, and he just kept doing one after the next. Again, creating the relationship mentioned above about protecting against the potential return of Kaguya. Something like that
since they’re all retcons I don’t think there’s an explanation, Kishimoto wanted to do something cool with all the chakra spliting so Minato and Naruto could share the same power and do unique jutsus together but that just overcomplicate things more, it’s clear Kurama is being treated like it’s at its full power since Kurama himself never states that “ohh I can’t go on for longer since I don’t have as much power as I used to have” and just defeats all the other tail beasts, Kurama having half of his power is pretty much never mentioned and the only thing tied to this information is the leaf village attack itself where Minato seals half of it inside him so you know the rest already
Here’s an idea that could have been used to explain it. Let’s assume each beast has half as much chakra as the beast with one tail over it. So 1 whole Kurama is worth 256 Shukaku. Maybe Hagoromo could have started by splitting the 10 tails into two equal pieces both as powerful as a whole Kurama. This would make sense considering the creation jutsu uses Yin and Yang release. Maybe Hagoromo knew that creating two equally and immensely powerful creatures, divided by yin and yang somehow, could lead to disastrous rivalry like with his two sons. So after splitting the 10 tails in half, he would split the other 9 tails in half, and then the other 8 tails in half, and so on and so on until he made Shukaku.
My theory was that all the tailed beasts initially started off with the same/similar amount of chakra and power overall. However, over time their chakra simply degraded since their being were basically just chakra. But due to the nature of their tails which served as a method of keeping chakra in storage. That The ones with more tails were simply stronger over time since they could store more. With an exponential boost for every tail added. Hence why the ninetails is the strongest by far. It’s simply the one who has the most capacity for storing chakra overall. Just like how the senju and uzumaki are super powerful because of their huge chakra reserve capability’s. With the uzumaki being the craziest ones in that category. With a chinchuriki boost added onto the broken lineage (ashura, in addition to uzumaki) naruto possessed a crazy body for the ninetails to boost.
Sage mode works by blending an equal amount of nature chakra with physical/mental chakra, so it effectively doubles their chakra capacity so in theory Naruto and Karuma working together would be as strong if not stronger than the full 9-tails. Its heavily implied throughout the series that the 9-tails is the strongest of the Bijuu by a notable margin. The 1st Hokage kept it for the Village despite giving other villages more than one which implied it was much stronger and also the only one he may have been able to control, Madara specifically went after it for his fight in valley of the end over any other of the Bijuu, it also has the strongest of seals to contain within Naruto etc. etc.
i always believed that just like Kyubi’s chakra was once split in 2 parts, Juubi’s chakra was also first split in 2, creating Kyubi first and the other tailed beast from the 2nd half of the chakra. So Naruto’s half of Kyubi would represent a lot more chakra than any other jinchuriki, and 25% of juubi’s original chakra. That being said, how the other bijuu’s power was divided is not as clear, but I’d consider that the tail could could maybe be the way to scale them

Then he figured all the rest beasts and somehow incorporated the tail number scaling so it makes sense. Retroactively, thats my theory.
A growing theory is that the reason kurama is so much stronger is because if the tailed beast were made equally then if somebody was strong enough to capture 1 they could catch all. Let’s assume making the tailed beast equal makes them all 4-5 tails level. That mean pain, Obito,kisame, and itachi would all be able to collect the bijuu solo
So I took five minutes to calculate splitting the 10 tails chakra, so we want to infer that it has 100% of its own chakra before it was split so if we do the math -The One Tails: 2.5% of Juubi Chakra -The Two Tails: 3% of Juubi Chakra -The Three Tails: 4% of Juubi Chakra -The Four Tails: 5% of Juubi Chakra -The Five Tails: 6% of Juubi Chakra -The Six Tails: 7.5% of Juubi Chakra -The Seven Tails: 8% of Juubi Chakra -The Eight Tails: 9% of Juubi Chakra -The Nine Tails: 55% of Juubi Chakra Fyi: I know there’s probably more complex amounts with different decimals. That might be a little better, but I did this as it was the simplest and the easiest and I feel like it’s pretty good.
I assume its because the 9 tails seems to have few if any special powers. Shukaku had sand manipulation and cursed seals, in addition to wind release and i believe magnet release so perhaps a lot of his potential power went into these more specialized talents. By contrast the 8 tails has some regeneration and ink (which can be used to seal) in addition to water release but with a less varied kit there was more room to simply have might. Outside of sensing people’s intentions I think the 9 tails was the closest to a “raw” tailed beast out there. Any nature transformations it had were anime only, and it didn’t seem to have any other unique properties I’m aware of.
I remember thinking about this and I always had come to conclusion that power of the jinchūriki amplifies power of the beast that inhabits it. It seems like avatar of kurama that comes from Naruto is much stronger than free Kurama. Another thing is that whenever we see free tailed beasts they act like.. beasts. Like you said, they don’t use complicated tactics and rely on sheer power. I think that tamed beasts learn from humans, how to better control chakra etc. This thing amplifies the better is relationship of jinchuriki with its beast. We know that Rasengan and side jutsus that come from it is very similiar to tailed beast bomb so maybe Kurama had much easier time to learn from Naruto how to use its chakra effectively. I still think that beasts were created with intantion to be stronger the more tails they have but gap of power wasn’t so severe from the begining and was acumulated over time. I know that 2-tailed beast had a perfect jinchuriki and it was still pretty weak in comparison, but it can be explained by just stateing that Yugito was weak and Matabi didn’t have good sparing partner. That’s theory, maybe it’s bit chaotic but I always saw it that way 🙂
I thought it was explained that every tailed beast is exponentially stronger than its predecessor. for example the the two tails is basically 1 tails then doubled. but then the three tails is both the 1 and 2 tails combined then doubled then so on until you get to Kurama who is all tailed beasts combined then doubled.
I always imagined that Hagaromo made the tailed beasts in quick succession, each time taking half of the remaining chakra and molding it into new beast – and then the order of making them just happened to be what it is. Also – I honestly assumed without thinking that the number of tails is just the manifestation of the amount of chakra each of them have, being a derivative of the ten tails, not that it was intentional. And this way maybe all of this makes some sense? 🙂
from something i saw a long long time saying kurama got half the chakra and the rest was split between the 1-8 tails like the graph you showed, and i think the nine tails was used as a catalyst, and a defense for the chance the rest of the tailed beast are controlled like what happened with madara and obito.
Here in Philippines(don’t know if this is the case in other countries or if it’s even cannon) there’s this commercial segment in Naruto Shippuden that basically has a trivia section about the Tailed Beast and in Shukaku’s segment the narator said something in this line “9 tails thinks that having more tails make him the strongest beast but Shukaku and Matatabi (or the very least just Shukaku it’s been years since I saw this segmen) doesn’t agree” and the narator the stated that Kurama does have a bit of an advantage against Shukaku but it’s because Shukaku mostly eat and sleep in his entire life and in Kurama’s segment the narator said tha Kurama only is the most proficient in welding his Chakra and the difference in Chakra level in Bijous(Tailed beast) are there but it’s not by a lot
My personal theory of the strength of Kurama is when Minato split the chakra and put it into naruto he slowly regenerated back to his full strength then when the chakra that was sealed away got unsealed it naturally went back to its source making kurama that much more powerful. We see the nine tails in different stages in narutos subspace as he grows and we know that tailed beasts will naturally gather chakra from the world to reform themselves, which we see him do because when naruto is a kid he doesnt have much of a form, when Sasuke suppressed his chakra he looked all bubbly, and by the time naruto was ready to start tangoing with him he was fully formed. I dont think we have a reason to think he wouldnt collect his chakra back naturally unless the seals would do that but they more prevent chakra from getting out and you can use more chakra to reinforce one so 🤷🏽♂️
