Gandalf’s power as a wizard was not on the same level as his true form as a Maia, and he had limitations but still demonstrated strength in battle.

Using magic is very taxing and expends great energy, so it cannot be done freely. Gandalf doesn’t use his full power except on very rare occasions because the Valar forbid him. He was just reluctant to use his magic in anything but the direst need, such as Moria.

Gandalf’s limitations on his innate power make him a constrained figure in Tolkien’s world, as magic is a finite resource. Every time he uses it, the world becomes more drab and mundane.
