I don’t consider this OP, because even as an anti-chase ability for survivors, the killer still gets a health state for free. It’s win-lose for both sides, so technically you could say it’s actually decently balanced? Also, run Iron Maiden on Vecna and the survivor will scream when they exit the locker they teleport to? Of course, it would suck to have to rely on that one perk, maybe they should lose the item upon use, that way someone else might be able to use it, and they can only do it once?
While I like this chapter it’s kinda frustrating to see how they keep slapping build in counter mechanics into mediocore killer kits while killers that are way stronger don’t have any specific gimmick for survivors to outplay them. Design wise it’s a pretty cool thing but balance wise it’s just weird that all of this exists in the same game that hosts the likes of Nurse, Spirit and Blight.
