Pendulum monsters are treated as spells only when they are in the pendulum zones, which are special zones used by Pendulum Monsters to perform a Pendulum Summon. They can only be activated face up and cannot be set face down. In all other circumstances, such as the deck or hand, they are treated as monster cards.
Pendulum Zones are special zones used by Pendulum Monsters to perform a Pendulum Summon. They overlap with the right-most and left-most Spell/Trap Zones. Pendulum Summoning is a new ability that can be used once per turn during one of your Main Phases. When you Pendulum Summon, you can Special Summon as many monsters as you want from your hand and as many face-up Pendulum Monster Cards from your Extra Deck.
Pendulum Monsters are treated as spells while in the Pendulum Zone, but they are not considered Normal, Continuous, Field, Equip, Quick-Play, or Ritual Spell Cards. As long as there is an available Pendulum Zone on the player’s field, they can activate a Pendulum Monster from their hand in that zone.
In addition to normal usage as a Monster Card, a Pendulum Monster can also be activated from the hand as a Spell Card in a Pendulum Zone. If a Pendulum Monster ends up in the graveyard, it is treated as a monster and cannot be used as a spell. Activating a Pendulum Monster (placing it into the Pendulum Zone) is functionally identical to activating a Continuous Spell Card.
