If your game was like mine and your tomato plant was bugged (Wouldnt sprout and always needed to be watered) Once my other crops were grown I harvested them, then dug new holes and replanted the tomato plant in a different spot. (so i had two, one glitched one not) and it completed the quest. I didnt find this answer anywhere for a bugged plant so hopefully this helps someone.
