Mystical Flowers, a set of 16 flowers from Botania, can be generated using Floral Fertilizer on Dirt or Grass blocks. They come in 16 different colors and can be crafted into Mystical Petals. To mass produce these flowers, you need two poppies and two dandelions.
Botania generates Mystical Flowers all over the Minecraft world, with 16 different colors available. You can obtain them by fertilizing an buried Mystical Petal or a Mystical Flower with Bonemeal. Once you have 2 mystical flowers, you can convert them to floral dye and make more fertilizer.
To create Tall Mystical Flowers, you can fertilize either a normal Mystical Flower or a Mystical Flower with Bonemeal. Each color of Tall Mystical Flower can be crafted into 4 Mystical Petals matching the flower used.
Mystical Flowers are created by standard world generation in clusters of 5-15 flowers and 0-5 tall flowers. One solution is to disable all overworld biomes where flowers can spawn, except for one in Ridiculous World. The jaded ameranthus is set up above the growing field to prevent interruptions in water flow. Hoppers on the end gather the flowers.
Using floral fertilizer on grass blocks will spawn botania flowers. The goal is to get a net gain over all by converting the mystical flowers into floral dye and making more fertilizer.
