The Mystic Arcanum ability in GWM Elven accuracy builds is limited to spells of that Arcanum’s level, meaning a Warlock cannot opt to have a first-level spell up-cast to a sixth-level spell as one’s first gained Mystic Arcanum. Rules designer Jeremy Crawford has unofficially confirmed on Twitter that unless the DM allows it, higher-level versions of lower-level spells for Mystic Arcanum are not allowed.

The Mystic Arcanum feature states that you can choose one 6th-level spell from the warlock spell list as this arcanum. However, this cannot be done. When choosing your 6th level Mystic arcanum, you must pick a 6th-level spell from the warlock spell list, which becomes your 6th level. You can cast your arcanum spell once without expending a spell slot. You must finish a long rest before you can do so again.

At higher levels, you gain more warlock spells of your choice. However, you cannot upscale your Mystic Arcanum slots. Instead, you can True Polymorph a rock into a Helmed Horror, which remains forever loyal to their creators.

However, the best spell choices for a hexblade warlock through the Mystic Arcanums are not possible. The Mystic Arcanum gained at 17th level requires you to select a 9th-level spell. Mystic Arcana are weak compared to real spell slots and cannot be upcast. This secret takes the form of one sixth-level spell that the Warlock at hand can cast once per long rest without the need to expend a spell slot. Dealing 15 or so additional damage from the upcasted damage dice per creature likely keeps pace with enemy scaling, compared to the subpar additional damage on single-instance damage. However, this is just a heuristic and not a formula, so it is important to use all available information and make an educated guess on a spell-by-spell or situation-by-situation basis.
