If a player has 100 spell resistance to arcane, which reduces damage output by an average of 25 from the corresponding school of magic, they have a 31.25, 50, or simply base. Spell power gives bonus damage to all damaging spells, while resistances give chances to 25/50/75/full resist abilities. There is no penalty for low ranks. In PvP, it is common for mages to shoot rank 1 frostbolts to freeze their target. To reach zero spell resistance in PvE, players need between 20-30 spell pen (more for fire and shadow spells). Mobs are 3+ levels higher, so there is around 20/30 chance to resist the spell.
In PvE, targets have an innate resistance to spells that cannot be countered by Spell Penetration or any other stat. Very few bosses actually have a substantial resistance to certain spells. Spell resistance works correctly in PvP on classic servers, but information on this topic is limited and sometimes controversial.
Pure damage spells can be resisted for 0, 10, 20, 30, etc. (in 10 increments up to 100) of their regular damage. Your average resistance can still be anywhere between. Most spells can have partial resists based on the monster level, the monster’s resistance, and the player’s level.
You always have a 1 chance for spells to resist (miss) on any target, even if they are 50 levels lower than you. You can increase the chance of hit by using hit rating gear or some talent, but there is always 1 incompressible chance of hit, so you can only get 99 hits. Each rank of a spell has an increased base healing amount and mana cost.
