The amulet is worn by followers of Talos and is usually outlawed by the Aldmeri Dominion. It comes from Markath in the hall of the dead place and can be found in Raerek’s dresser near his bed. Necklaces and amulets do not provide armor but are very lightweight.
The quest is bugged, as Greta won’t take the amulet and you get no reward. However, you can drop them afterward.
To complete the quest, enter the catacombs and fight the skeleton. Locate Roggvir’s coffin near the entrance and pry it open to claim the amulet of Talos. You will receive no quest for the amulet but it will stay in your inventory forever. If the Dragonborn kills Ahtar, Captain Aldis, and the guard with them before Roggvir’s death, he will die shortly after, as he is programmed to die regardless of their actions.
