There is no logic in what you are saying. As if shocking monsters would exclude freezing them. For both you need to crit to do so or you may have flat chance ~10% from the skill tree. If you have cold and lightning damage in your tornado shoot (which surely you do) you will crit and shock at the same time. Please do some quality material already.
