Conspiracy cards are not legal in various legal formats, such as Standard, Future, Historic, Timeless, Gladiator, Pioneer, Explorer, and Modern. These cards are not permanents and cannot affect the player, opponents, or decks once the game begins. They may have the ability to affect their holder, opponents, or decks.

Conspiracy cards are not legal in Modern unless they were already printed in a Modern legal set. The Mechanics of Conspiracy explains that these cards are crafted for a separate, commander-like format and do not work in traditional EDH.
