Conspiracy is a unique limited format in Magic: The Gathering where players take turns opening boosters to create a 40 card deck. The 13 cards that are not legal are those with the Conspiracy type. The only sets that add new cards to the Modern card pool are sets that are Standard legal. Supplementary sets like Conspiracy, Commander, or Planechase do not, and new cards from those sets are only legal in Legacy and Vintage.
Standard uses the most recent Magic: The Gathering sets and adopts an annual rotation to keep the format fresh and exciting for tabletop and MTG players. Conspiracy was not released on Magic Online, but certain cards from the set were made available in Vintage Masters. There are currently 65 new cards in Conspiracy, 52 of which are legal in Legacy and Vintage.
Standard does not use cards from releases like conspiracy, duel decks, commander, modern masters, etc. unless those cards are also printed in a standard legal set. At the moment, Standard includes only Theros, Journey into Nyx, Born of the Gods, M15, Khans of Tarkir, Fate Reforged, and Dragons of Tarkir.
Conspiracy is not legal in Modern unless they were already printed in a Modern legal set. There are 65 new cards in Conspiracy, 52 of which are legal in Legacy and Vintage. Conspiracy and Conspiracy: Take the Crown’s cards are legal in sanctioned Limited formats, and Needle is legal in those formats.
