You cannot chain serial spell to prosperity because it would look at the top 0 cards (0 being the number of cards banished from your ED to activate Serial Spell), add one of them to your hand (which is impossible since we seeing none of them) and put the rest on the bottom. (Also impossible). Since it is clear at the point where serial spell could be activated that not every mandatory part of the effect is able to be executed, you are not allowed to activate the card at all.
To add to the Layrinthian maze of why you can’t chain Serial Spell to Prosperity it’s that banishing 3 or 6 from extra is part of the activation requirement which serial spell cannot fufill by it’s own procedures when copying. Serial spell can fufill most “costs” for activating cards (such as targeting for monster reborn) and resolve them, but it cannot meet activation requirements (such as the banish for prosp) and if said activation requirements are necessary for the card to resolve (such as in the case of Prosperity) it cannot chain to it.
