Wizards and tome warlocks can copy spells from spellbooks, even if it is a single page, into their spellbooks (only rituals in the case of a tome warlock). However, they cannot cast the spells except as rituals, unless they have learned them by some other means.

Warlocks can also cast a warlock spell known as a ritual if it has the ritual tag. They have all of their non-cantrip spells contained in this book and will later have them in the Tome of Shadows. Depending on how your DM rules craft magic items, it may be possible for the Warlock to craft a scroll containing a Wizard spell from which the spell is copied.

Warlocks can copy ritual spells from any class list into their Book of Ancient Secrets, but this doesn’t make them warlock spells. The description of the Book of Ancient Secrets states that the Warlock can transcribe ritual spells he finds during his travels into the Book of Ancient Secrets. However, from a lore perspective, it is definitely not possible.

In my game, the answer is yes, but you have to scribe it into a spell scroll first and then copy that spell scroll into your spell book. The mentioned Tome Warlock and the Wizard can just copy down spells from eachother’s books. Blade Warlocks would have to make a separate book for each type of warlock.

A wizard spell on a spell scroll can be copied just like spells in spellbooks, but you shouldn’t be able to prepare spells higher than your level.
