The scoreboard in League of Legends allows players to view stats for their team and enemy team. Tracking Summoner Spells is a valuable tool that provides information for winning the lane, getting kills, or making plays around the map.
A third-party app called Lola offers this feature, which allows players to open a menu with champion portraits and hover over skill icons for brief descriptions. This app is approved by Riot Gene, Senior Developer Relations at Riot Games.
There are three possible cooldowns for each summoner, but there are ways to check which set of cooldowns the enemy has. Hovering over a summoner spell will show its name, what it does, and the cooldown of the summoner itself. SpellTracker is an easy-to-use manually cool-down Timer Overlay that tracks enemy team Summoner Spells and helps players know when they are easy to kill.
Lookup.gg provides in-depth League of Legends player statistics, including champions, mastery, rank, kills, deaths, assists, and Riot ID changes. By clicking on the bar, players can effectively track Summoner Spells and know when they are easy to kill.
The SpellTracker is a fully modular, dynamic enemy spell addition mod written entirely in Script Extender and uses MCM for easy in-game configuration. Players can use Xanathar’s rule of burn or the Adventure League rule to know the spell/level.
Knowing when to use powerful spells is as important as realizing when your enemy’s spells are on cooldown.

Based on Valve’s recent response to stuff like this, I think it’s probably a bug/something they’ll want to change to make it easier for new players. I’ve played 2000 hours and never heard of this, and it isn’t intuitive so Valve likely either doesn’t know about it or hasn’t gotten round to fixing/changing it yet. Either way thanks for the info. 🙂
