Depending on the Subclass, this can either be similar to a free Quicken Spell for Cantrips, or for giving Bladesingers using Booming Blade a third melee attack. Also great for Warlocks and Eldritch Blast(Machine gun much?), Paladins with that 1 level dip in either Sorcerer or Warlock(Or Magic Initiate), and for Booming Blade Rogues to get an Extra Attack… Probably one of the most powerful, game changing, yet underrated items in the game.
