The Jougan stands out as the ultimate ocular ability of all the others not just the byakugan. This is Shibai Otsutsuki main ability. The eyes surrounding him with the introduction of him are all Jougan eyes. Consuming chakra fruits lead to the development of the Jougan. The Jougan can tab into each and everyone of the abilities of all the other ocular abilities.
What you said about Toneri makes sense but my problem with it is the fact that it doesn’t seem like it makes sense in the movie and anime. I have another theory. Which is kinda dark. So basically momo will take over boruto at one point. And to stop borushiki himawari will confront borushiki offering momo the ninetailed fox. Momo being a dumbass takes her up on the offer in return he will spare himawari friends. After momo sucks out the nine tails and eats it. Momo realises he made a mistake and kurama either kills momo or suppresses momos soul within boruto granting boruto acess to karma and thus allowing boruto to manifest and awaken his true power which is the jougan. Wouldn’t hinata’s blood line possibly still be more diluted if the clan intermingled with humans through the generations being on earth. The toneri clan folk probably kept it more within the clan as they were on the moon. I mean they had no other choice unless they took folk from earth. Here’s an idea: Ethereal Mode. Ethereal spirits and weapons are very rare in the verse yet so iconic (susanoo, yata mirror, Kusangani blade, reaper death seal). What if Boruto via the jougan (the pure eye) awakens a mode in which he can for brief intervals become a being not tethered to a physical reality similar to Shibai …..basically like a spirit. It would be the perfect counter to Kawaki’s rods and shrinking, Daemon’s reflection and Eida’s secret jutsu she is definitely hiding.

I agree to the most part . But I dont think jougan is a part of hyuga powers like tensie gaan . Jougan is diffrent . The tensei gaan could use truth seeker orbs witch is the sign of the highest power from hagoromo and tailed beasts (tentails) so, most probably tensei gaan is the highest power of hyuga . And we can see that boruto has more genetic simmillarities to naruto than hinata . It can be seen that boruto’s hairs are yellow and himawaris hairs are dark blue, it signifies himawari is more like hyuga . When daimon saw himawari and sensed this intense power, it was most probably kaguyas chakra . Boruto has not inherited kaguyas chakra that much like himawari . If jougan is going to be this weak, I would rather he does not awaken it . The old concepts of Ninjutsu and Genjutsu are going obsolete with the introduction of Shinjutsu that does not consume chakra and It is simply way too powerful .
